1. Announcement Date
As per the Ministry of Labor’s directive No. 1130512060, issued on August 6, 113:
The announcement states that, in accordance with Article 5-1 of the “Qualifications and Review Standards for Foreign Nationals Engaged in Specialized or Technical Work” under Article 46, Paragraph 1, Subparagraphs 1 to 6 of the Employment Service Act, foreign students, overseas Chinese students, and other ethnic Chinese students must follow the specified application procedures and permit issuance guidelines for employment in specialized or technical work. These regulations have been in effect since August 3, 113.
2. Application process
- Employers must submit the foreign professional’s work permit application form along with the required documents to the Ministry of Labor to request an employment permit (refer to this article for more details).
- According to the reference table in Article 5-1 of the “Qualifications and Criteria Standards for Foreigners Undertaking the Jobs Specified Under Subparagraphs 1 to 6 of Paragraph 1 of Article 46 of the Employment Service Act,” overseas Chinese and foreign students who score at least 70 points are eligible. The Ministry of Labor will issue employment permits to qualified individuals within the designated quota.

- Workforce Development Agency, Ministry of Labor (Cross-border Workforce Affairs Center).
- Mail or personal delivery address: 10th Floor, No. 39, Section 1, Zhonghua Road, Zhongzheng District, Taipei City.
4. Principles of issuing employment permits
- The Ministry of Labor processes applications in the order they are received and grants employment permits to those who meet the qualifications.
- If any required documents are missing, applicants must submit them within the specified timeframe; otherwise, a new application will be necessary.
- The maximum validity period for an employment permit is three years.
